[PDF courtesy of PubMed Central, (U.S.) National Library of Medicine; in addition to the resolution proposed and then elaborated by B. W. Richardson, seconded by Edwin Lankester, and endorsed by William Budd, the PDF contains the list of attendees. Snow is not among them.

Part of Richardson's remarks included the following statement:] "It is well known to all who were acquainted with the subject in its fulness, that the discovery of the connexion between water supply and cholera in no way belonged to the Board of Health, but exclusively to one of our own associates--Dr. John Snow." (Hear, hear.)

The PDF contains the discussion of Richardson's proposal in its entirety.
